The Elite League fans forum saw Neil Black announce that the team sizes next year would be:
Roster size - 22 max
14 imports max 5 Brits (More if you have less imports) 3 Brits who are U23. The qualifying year will move each successive season.
The original league expansion proposal voted on was 2 conferences of six. Some teams are now raising issues but the decision on the final shake up will be taken circa end of April league meeting. When asked on conference structures then Mike Cowley said he would prefer one league of 12 with no conference, Neil Black wanted two of six teams.
Goal line tech will be in place for next season.
Well worth watching the video of the session when it comes out.

The make up of next season's rosters is now confirmed on the EIHL website: eliteleague.co.uk/201718-bench-size-confirmed/The qualifying year is 1994 for 2017-18, so Venus and Clements will both count for this season, but won't after that. Marr's also under 23, so we could keep everyone if we wanted to. The conference setup is a huge decision and I can see why we'd be worried about moving away from our traditional rivals in a three conference system, but to be fair, they've pushed on and are "out of our league" these days anyway. I'd be happy with more games against new teams and a chance to win a conference title.
